I asked the product team well-nigh it - they said its considering you used the same phone # too many times. I don't know how long y'all need to wait for it to "clear."
"This error bulletin means the user had used the same phone number across multiple accounts (either signing up or restoring suspended accounts) in a brusque period of time (last few days/weeks). "

I had the same trouble over a couple of days, and I tried it once more and again to unblock my account / creating a new password many times, etc. just finally I saw always "your account is temp. suspended ... - Usage limit exceeded. Try again tomorrow."
the solution for me:
I used a different telephone number (from a friend) for sending/receiving a new unblock code
the reason for blocking my account was an issue with my security settings / notification by: my phone number,
which I used temporarly for a second microsoft business relationship likewise,
so the first thing I did later reactivating my account, was to customize my security settings (notification by alternating e-mail merely)

This is really helpful! I tried with another phone number, it worked! I have used my telephone number to register a few Microsoft accounts to test my app. Probably that is why it said Usage Limit Exceeded.
